§ 4-23. Dogs at large without leash prohibited.

It shall be unlawful for the owner or keeper of a dog within the city to permit such dog to leave the premises of such owner or keeper without wearing a leash and unless accompanied by such owner or keeper. Dogs at large in violation of this section shall be impounded and disposed of by the city.
