§ 32-1. Design and development process.

  • (a)

    The developer hires a civil engineer and surveyor who develop a preliminary master plan.

    (b)

    The preliminary master plan is approved for concept by city council action.

    (c)

    The developer's engineer performs a complete topographic survey.

    (d)

    The developer's engineer meets with the city engineer to discuss infrastructure and drainage issues.

    (e)

    After drainage issues and infrastructure issues are resolved on a technical level, a meeting is held between the mayor, the utility and street commissioners, the city engineer and the city attorney for committee approval.

    (f)

    The developer's engineer completes a full civil engineering design of the streets, drainage, utilities and other incidentals and submits the design to the city engineer and the state department of health and hospitals (DHH).

    (g)

    The developer secures plan approval from the city engineer and the DHH in writing. Subdivision plans shall include all components in standard practice such as hydrology, rational method of runoff calculations, plan/profile, vertical curves, utilities, etc. State department of transportation and development (DOTD) standard plans guidelines shall be used as the guide for plan preparation.

    (h)

    The developer notifies the engineer and city in advance of commencement of construction to facilitate periodic inspections by the city.

    (i)

    After all work is complete, the developer's engineer schedules a final inspection with the contractor, engineer, city engineer, and city representative. A punch list is developed.

    (j)

    After the punch list is complete, the developer's engineer submits a certificate of recommendation of final acceptance by the city.

    (k)

    The developer's surveyor submits the final subdivision plat that complies with the city checklist.

    (l)

    The developer's attorney supplies letter of title opinion certifying that the developer has title to the land in order to validate ancestor in title to servitudes and right-of-way.

    (m)

    The city engineer reviews final subdivision plat.

    (n)

    The city attorney reviews final subdivision plat.

    (o)

    After all approvals are secured, the plat is signed by all parties and recorded.
